My female friend was recently appointed an attorney by the court. During the scheduling of there first appointment she suspected that there was a conflict of interest between them. She asked him directly if there was any legal conflict that would disallow him to represent her in court. Her court appointed attorney became very nervous and would not directly respond to her question. She asked him to prepare a statement for the record that clearly would address that there is no conflict. He refused. What can she do?

What is your friend's reason for thinking there is a conflict of interest?

All your friend has to do is fire her public defender.
She only needs to tell him she doesn't feel comfortable with him representing her.
Normally the attorney will inform the court.
Otherwise, she can ask the judge if she can be heard at her next hearing.
No big deal, happens everyday.

What makes her think there is a conflict of interest & what type of conflict of interest? Of course, as noted, she can ask for a different public defender (tell the other public defender that she doesn't want him to represent her anymore).
