Business Contracts Conflict of Interest or Illegal?

In my current role I send out jobs for a large public company, collect bids and then issue the contract and payment. The time to complete these jobs is very tight and getting tighter. I have collegues who work in my company(different division) who are the most qualified for this type of work in the time frame given. If they set up a company and got the bid, while still working at the company, would that be a conflict of interest or illegal?

That would be considered tortuous interference with a business relationship. Further, it might violate employment agreements in place.
