The city condemned and has ton down my house without notifying me. What, if anything can be done about this?

Notice was given in some legal manner, I am sure. You will have to look in to the records to discover how so... but probably by a public notice if they did not know how else to each you.
What to do? Perhaps start with insurance and see what they might be able to do.

If your whereabouts were known to the city, you were notified many times.
Otherwise, notice was given publicly.
You will also get a bill for the demolishing.
