I'm being sued by a collection agency, I know they can freeze my bank accounts but can they freeze them if it's a joint account and the joint owner is not my wife. Secondly I'm not working but collecting unemployment will the court allow me to make a payment arrangement or will they will they put a garnishment against my SS# even though this will almost lessen my chance of getting a job.

Everything depends upon the state you are in. Some states do not permit garnishment of wages (PA, for example) while others do permit such. From my understanding, a joint account may be frozen but it can only be frozen up to the amount of the debt. You have an undivided interest in the entire account and can withdraw all of it at any time.
