Class action law suits

Can a group of home owners in a 55+ mobile home park in Washington State file a class action law suit against new park owners( corporation in CA) for failure to adequately maintain the park at a level that maintains our home values similar to other local mobile parks.

Anyone with a beef is free to file a lawsuit.
A group of like minded folk with similar beefs can band together and file as many class action lawsuits as they have grievances that require redress.
