City Street Hazards

I work at a company down the street from a recycling place. I have noticed over the past few years that more and more items are recycled creating a hazard for incoming vehicles , after several rounds of dumping scrap metal ,old cars, and any other scraps these people get ahold of.I have contacted the owner of the recycling place on several occasions about nails , glass, and other debris left in the roadway. He said , "I will do my best to clean this up". Well the problem only has become worse and several of my co-workers and I have had flat tires and have had to buy new tires or see if they could be fixed. This is a city street and not private property is he liable for any wrong doing?
