child support increase

My son was paying child support for one child at a rate of 37%. He lost his job in Jan. of this year. His support was paid up till the end of April. He just got his unemploment started. DHS has increased his support payments to 55% without giving him any notice..Can they do that?? He can't live off whats left..We have had to care for the child the past 2 weeks and may have her for the next 5 mons. while the Mom is recovering from a car crash..What if anything can my son do about this matter? He has always paid is child support.

If mom does not have the child in her care then Dad should file for custody. DHS increased payments for a reason.....if he is on unemployment he needs to put in for a decrease.
