Child Support- Can payments be stopped if

My question is, my husband pays child support for his 19 yr old daughter. In his divorce he agreed to pay until his kids turned 21. This is the last of the 3. However, at 16 she became pregnant and dropped out of school. She continued to live with her mother and we continued to pay. She is now 19, a mother who works at least 32 hrs per week and who moved out in her own apartment with her baby and boyfriend. Please tell me what my husband should do at this time to end the court order to continue paying money to his ex-wife when the child no longer lives with her. The 2nd question is now that the daughter lives out on her own, can she take my husband to court and force him to pay her the child support directly until she is 21.

what state is he in? If the child is moved out and on her own and is employed she probably is emancipated.
 
We live in New York as well as the daughter. Is it really possible for a judge to make him pay child support to his ex if the child does not live with her. It would not be child support if the child did not live their. It would be ex-wife support.
