child living with non custodial parent

My husband has a 16 year old daughter that has lived in our home for 14 years. The mother has physical custody of the child according to divorce papers. We have made all educational and health decisions for this child without any support from biological mother during this time. Now, this child is having multiple behavior problems (drinking, drugs, anger, depression, skipping school, ect.) and we have found an excellent private residential school for her to attend her senior year where she can receive counceling and the biological mother refuses to sign papers for admission. Mother is telling the child that she does not have to go if she does not want to and there is nothing that we can do about it because she has custody of her. Do we have any rights considering that we have been the sole support for this child over the last 14 years?
