can one file for chapter 7 if after trying for a while chapter 13 didn't work?/

Chapter 13 isn't easy, and often doesn't bring about the desired result.
I suggest you visit with a local bankruptcy attorney or three in your area.
They can best advise you about your options and chances of obtaining the financial relief you're seeking. Good luck.

I assume you mean the Chapter 13 didn't work out? (& not you didn't work)

A chapter 13 does require discipline. You might want to talk to a bankruptcy attorney as suggested. The court can be asked about modifying your C. 13 plan. If you don't think that will work, a Chapter 13 can sometimes be converted to a Chapter 7 (unless you received a C. 7 discharge within the previous 8 years.) Talk to an attorney about your various options.

OP would need to pass the means test in order to qualify for Ch. 7, no matter what the status of the 13 is/was.

Agree, Pro. OP has to qualify for a C. 7 - that is why I said sometimes can be converted to a C. 7. (OP might have too much income/not enough expenses.....)
