Changing a Minors name without consent of the Father

My daughter is 15 years old and has not seen or spoken to her father in 2 years, his choice. Child support is deducted directly from his paycheck so that is not a problem however, I have remarried and my daughter wants my husbands last name. How can I start this process?

You can't. Unless your husband is going to adopt her unless you have dad's permission you cannot legally change her last name.
