Change of Parental Custody

I have a son living with his mother in Georgia. I am now living in Florida and am able to see him as often as his mother allows, sometimes every other month. He is 15 years old and wants to move in with me. Is it his legal right to do so? If so, are there any stipulations holding this back from happening? What type of paperwork needs ot be submitted and where would it have to take place, Georgia or Florida.
His mother and I have never been married but my name is on the birth certificate. I have been a part of his entire life. We have no formal child support paperwork or custody paperwork on file.
 
You can certainly file for custody. The child is old enough to voice his opinion in court so if you want custody andf the child wants to move in with you, chances are good you'll get it.
