car theft

I was the victim of car theft recently. This car was headed to the scrap yard but that evening it was stolen. The police located the car 3 weeks later and put it in their impound lot. My question is , Do I have to pay the impound fees? It was a piece of junk and I can not afford to take it out. I thought I was the victim.. Thanks
