Its not "charged twice" (that would be easy) . Its one charge, twice as much as should be

Same thing. An alleged overbilling is a valid basis for a dispute.

Do you think I should lock that card to avoid being overcharged again? I don't mind paying the toll but i shouldn't be paying their fee

If a SCAMMER, CROOK, SHYSTER chased after me seeking MOOLA, I'd avoid the slaughter by simply paying the CRIMINAL it's TRIBUTE, just to dispose of the matter and financial beat down.

Some (most? all?) credit cards let you dispute a portion of the charge.
