Can you do this?

My daughter will soon be married. Her husband to be just got served by his ex-wife for child support on their 12 year old daughter. But here's the catch. He is suppose to have full custody of her and the ex wife refuses to hand her over. Can she take him to court for child support that he's suppose to have any way?

Since he has full custody, he should have done something to enforce the custody order. Has he called the police, or consulted his lawyer? How long has the ex refused to honor the custody arrangement? Is she appealing it? Does the daughter ever see the father? Do the mother and daughter live in the same state as the father? The answer to your question may be dependent on the answers to some of these questions.
 
He needs to get the custody order enforced by filing an emergency order in court, or calling the police. He should see an attorney.
