Harassment, Stalking, Misconduct Can this constitute harassment or stalking?

The owner of a weekend hot dog vending business on a bar-infested street Friday and Saturday nights (except in the summer Thurs-Sat. nights) suspects a former employee is sending him letters in Italian, dwelling on the dissatisfactory situations he and the owner engaged in or the sad situation the owner is in currently; owner makes money from selling hot dogs, sausages and pop/spring water to people who patronize the bars. These letters constitute of typed letters with no return addresses and sometimes Christian tracts (in Italian) are included. This has been ongoing sporadically since last summer. The owner, a compulsive gambler at casinos on both sides of the US-Canada border, who is being pointed out as such as well as the former owner of slum property, refuses to stop playing baccarat and also
curtrently employs a woman (whose husband is a crack addict (both from Indiana) ) to work for him. She is receiving Supplemental Security Income along with her husband) and being paid by the owner under the table.
Does the sending of this mail to the owner (he only pays the food, stocks the cart and delivers it from the commissary in his home to the street back)
constitute harassment and/or stalking under NY State Law? Is what the owner doing (paying off the books) also illegal?
