Can this be legal?

I belong to a volunteer fire department in New York. Each year we hold a fund drive and have to go out and collect money. Now because I didn't collect enough money for them, they are restricting me from functions and such. Is this legal for them to do?? Thanks for your help

It's their function - they get to decide who can participate. Yes, it's legal.

When you're in charge of the function, you can decide who comes to it.
