International Issue Can I sue the Philippines

I was arrested and held in the country for 6 years. Finally, the prosocution agreeed to give a resolution to the case but I had to pay them $4500 to do the paper work. Now I am back in the US but it cost me major embarassment and money for 6 years. Can I get anything back from them. The final resolution even include a statement that one thing I was arrested for, not only did I not do it, there was no law about it.
 
Anyone may sue anybody at any time for anything anywhere.
 
I was denied the right to a proscution resolution until I paid. So is this possible to win? Where would I find an attorney who could handle such a case?
