can i have custody of my 14 yr. old brother?

i am in the military and my parents cannot provide sufficient funds for my brother and are unable to provide him with any kind of insurance. Me being in the military and send money to my dad for him, can i get custody of him so i could show the military and put him on my page two, then he will get full med.insurance through the military. Both my "seperated parents(mother unemployed) would be willing to do this for the best interest of my litlle brother to give him a normal life and fix some medical issues he currently has.

Even if my brother stays living with my father in our home town, however since i provide for him, i would like the documentation of me having him as a dependent so i could get him full insurance coverage.

You don't give us much info about you, but since you are in the military then (in my never to be humble opinion) you should certainly have high standing in a court to get custody.

Of course, the kid would have to agree also (I suspect).
