can i get my unused vacation pay

I turned in my two week notice and now my hr rep says i won't get my unused earned vacation pay.

In the handbook it states, "not normally" will they pay unused earned vacation pay.

Does that mean they have too?

Accordingly, accrued vacation time will not normally be paid to any employee who resigns or is terminated.

That is exactly what it says

Then you can assume you won't be paid it and that would be legal. I imagine it was written that way to allow for exceptions.
