can an abused minor be detained in a police holding cell?

if a kid is taken from the home, if the kid never committed a crime, not a runaway, not a danger to himself or others, not a difficult kid. can the police put him in a holding cell in the police station just for the one reason that it's a rural area and cps will take hours to arrive, and the police station is small and no place to put the kid. is this legal? if the minor is not disruptive and not a troublemaker. just wanted to know if this can happen?

and can the kid be sent to juvenile home for a while for the one reason that there are no shelters/homes available at the time? and no other reason.
 
Are you the same poster who, a few weeks ago on another board, was asking questions about whether or not a witness could be held in jail?
