Consumer Fraud Business keeping over payments from customers

Is it illegal in PA for a business to keep over payments from customers, "zero out" their account, and never issue a credit to the customer for the over payment? If so, how would someone go about reporting this business? Attorney General's office?

That is a good start. Don't expect to make the report anonymously if you truly hope for something to be done.

Thanks for the link. My only concern is that it is not my money/ or I'm not the one being scammed, it's other people that I don't know. I don't know how serious the PA AG office will take a claim if I'm not the actual person being scammed. I don't care about giving my name to the AG's office - that's not a concern.

Only one way to find out.
If you say nothing then obviously nothing will be done. If you report it then you at least did your part.
