breachment of divorce settlement

I am recently divorced however my husband has paid only half of the divorce settlement agreed which was passed before the judge and signed by both parties. My ex husband is now unreachable on his phone. We are both british however i now live in France ,this makes things difficult with regards to surveying the situation. If i contact a solicitor in England who pays the costs and will my ex husband be penalised?
