Bogus $4,500 CA Tax Levy - I Need Help

I need help…
The State of California Franchise Tax Board levied $4,500 from my bank account over a year and a half ago. It was a totally bogus claim. After I figured on who took the money, I found out the State was sending estimated tax payment requests to the wrong address. My and I never saw a single request for payment. When we contacted the State, they told my wife to file her tax return. She did, and she owed ZERO. We have tried to get something back from the State, they give us the run around. They don't even acknowledge us. We feel so violated. How can the State get away with this? They must be doing this to other people, right?

I realize the State is broke, however, it does not give them the right to flat out steal money from people.

Is there anything we can do?

Can I sue the State in Small Claims Court?

I kinda feel like starting a campaign to make this abuse public. Facebook group building, that kind of thing.

Any help for direction would be a appreciated.
