If I leave someone who is in arrears in child support payments money from my pension/Tax Annuity account as a beneficiary, then is this money exempt from garnishments by the NYS child support system?

I am not going to die soon, but you never know when it's your time to go. The above person owes child support because he was out of work for two year and the judge felt like he wasn't doing his best in finding a job that she raised it back to the original amount of the unemployment benefits ran out. NYS Child Support System keeps his tax refund and has placed a freeze on his bank account and his IRA (he borrowed from it once). He is currently working and NYS CS is taking out an additional $59 for catch up money, but it will be a while before it will be cleared completely. Either way, I will list him as a beneficiary: I want to leave about 50% of the money as a beneficiary, but if he is going to get it taken away from him--I am going to leave a less percentage.

Can someone tell me how this works?
