I assume you mean some type of mental disability. The answer is generally the person can testify but possibly with some limitations. Can the person understand what is being asked of them........

Re siblings - the person has to testify if they receive subpoena to do so.

If you are called to testify, just tellt he truth.
If you don't remember, simply say, "I can't recall."

Another answer is, "I just don't remember."

Never, ever tell a lie.

Not being able to recall is not a lie, if you don't or can't recall.


Only you know what you saw and heard.

If you saw and heard nothing, that's all you need to keep saying.
