bank won't send original release of lien after being paid off for 2 months

We paid off a vehicle fully with a particular bank in November, 2016. The title was being held by the state as an e-title. The bank never released the title with the state; thus, we never received the title. In order to get a certified copy of the title, we are required to present an original release of lien to the state. The bank will not send an original release of lien, as their policy is to only fax them out. What recourse do we have with this bank to get at least an original release of lien?
 
Call the bank again and tell them that a fax copy will not work in Texas. They will have to mail you an original along with the business card of the person who signs the release. If you don't get anywhere, ask for a supervisor. If they don't want to give you an original, then perhaps they would rather file for a title for you! We deal with banks all the time and we always have a hard time getting lien releases. I don't know why they just don't like to do them.
