Authority To Represent Estate in Tort

My state is Kentucky. I am administratrix (no will) of an estate. Am I as fiduciary able to legally represent the estate of the deceased in a Federal Tort Claim for malpractice/wrongful death? Is the relevant info at ch 395 of the Ky Revised Statutes?
