At Fault for being hit by a car while riding a bicycle?!?! HELP!

I was riding my bicycle in the bike lane down a 4 lane road (2 each way) and when approaching an intersection one of the cars in the right lane of the direction I was heading turned directly infront of me, causing me to crash through their back right window. As I am laying in the ambulance, the cops told me that it was my fault and gave me a ticket for passing on the right?!? I was on a bicycle, in the bike lane, going through a green light... What do I do now that the person whose car I hit wants me to pay the $2200 for a new window and fender? Was I really at fault? I have already spent almost $15.000 on my surgery and therapy for my arm. PLEASE HELP!
