Assets Considered for Payment of Credit Card Debt of Deceased?

Would someone be able to tell me if an annuity can be taken for the payment of credit card debt? My father passed away with 6K in credit card bills. He also had an annuity with my brother as the beneficiary; payments are now made to my brother of 150/month for 18 years (lum sum not offered as an option). Can the credit card company take the asset and, if so, how considering my brother only gets the 150/month?
