Are police allowed to publicly name a victim of an attempted rape in the state of Ohio?

I am reading a public police disciplinary report concerning an attempted rape by an off duty poolice officer. In this report, which i found easily on the internet the victim is named. Is this legal?

Yes, it's legal if the victim didn't go to court to get the record sealed to protect her identity.

A victim of any crime will be made known once the trial commences, anyway, if not sooner.
