Are fine only (no jail time) misdemeanors bailable in Tennessee?

Multiple attorneys have told me, despite the state's constitution and the statute on bailable offenses, that fine only misdemeanors are not bailable. A bail bondsman said the same. However, I cannot find any list of non-bailable offenses in section 40 of TCA as it states all are.

It would seem that a normal upright citizen of this state cannot ask such a question and expect a useful answer.

If all offenses are bailable, they are bailable. If they are not, then how does one determine which are and where would the information be as it eludes my searching TCA.
 
If the misdemeanor is a fine only offense, you are at no risk of losing your liberty.

I suspect one would simply be cited and released, or a citation left on their vehicle.

I suspect the name reveals the definition.

No jail time means you can only be fined, never jailed if convicted.

Therefore, bail is not required.

There are many categories of low level offenses, parking violations come to mind.
