K Visa AOS problem

Hello guys,
I wanna share my story and seek some suggestions from u.
I came To U.S on a K3 visa and applied for AOS in FEB 2005. I got an interview on 12/29/2005. We took all asked papers and documents, including evidences.
They called my wife for interview first and she was asked different questions, which she answered without any problem.
I spent less time than her. But questions were plane and there was no problem in interview.Immigration officer told my wife that he couldn't give me green card today as i lack some income papaers and my vaccination suppplement.
Which we sent two time. Now i got a letter from District director of "intent to deny letter", stating u didn't submit evidences.
We were never asked for it before and in interview.
We sent pretty ample joint papers already. Also, our second anniversary has completed last week.
We also, contacted congressman and senator office for assistance.
On what basis, they normally deny AOS cases?
and are we on the right track or ?
