K Visa American/German wish to marry in US

My Berlin-based girlfriend and I (US Citizen living in Los Angeles) wish to get married, but are still uncertain which country we will ultimately reside in. She will be here for three months starting in February, but then must return to Berlin for work. I've examined various visa types (K-1, K-3), but all of these seem predicated on her staying here and applying for a Green Card. This is not a forgone conclusion, so would we be better off with a simple Immigration Visa? My understanding is that even with an Immigration visa, a surly border immigration official could turn her away on the suspician that she was intent on staying in the US, as opposed to returning to Germany. Any and all comments would be extremely welcome.
