Almost 18

My step daughter will be 18 on August 14. She is currently in college on Georgia coast. Her mother wants her to come home and has a habit of pumping her full of medications we feel are unnecessary. She is done with her classes on July 28 and would like to move to Iowa with her biological father to continue school. Her mom found this out and is threatening us with kidnapping charges if we allow her to come here. We need to know what can happen if she comes here. Can you help please?

As of August 14, she is a legal adult and can live anywhere she wants to live.
