after hours limitation for residents

My apartment complex towed a car from a visitor over night because it did not have a parking permit, but did have a sign stating it was a visitor and apt number. The manager said they have signs stating that , but what to do if I get company after hours, their office is only open until 4:30pm. Is this fair for residents when we are getting cars towed away because there is no one to provide us with a permit

What did the apartment complex management say when you asked them your question about getting a permit for your after-hours visitors?
 
Not fair doesn't always equal/mean illegal.

Talk to the manager about what to do.

That I needed a permit but could not supply me with any after hours
 
Let me rephrase that: Did you ask them how to get a permit during business hours for your after-hours guests?

And if they say it's not possible, then I suggest your after-hours friends find somewhere else to park (legally) and take public transportation/taxi/you pick them up.
 
If overnight guests are that much of a burden, send them to a hotel.
