Accused of Illegal Dumping

We received a certified letter from our housing development today accusing us of illegally dumping yard debris in the dry creek behind our house. It said in an 11 day span employees observed us dumping from our yard twice on 2 different occasions. They enclosed 4 pictures of the dump sites. It also told us we had 72 hours to clean it up and had to be done by Sunday the 26th or they would take further action. We didn't get the letter until Saturday the 25th at noon. The office is closes Friday, Saturday, and Sunday so we cant talk to anyone about it until after the deadline of the 26th. We didn't do it. What are our options?
