Accrued Vacation Time not Paid after leaving job after 4 months

Worked full time as a nurse for a hospital in NC for 4 months accruing vacation time during this period which shows in paystubs. Did know that I would not receive any time until after 90 days. Gave 2 weeks notice prior to leaving. (It was the job from hell). They wanted 4 weeks. I told them no that 2 weeks was sufficient and industry standard.
After I left I never received accrued vacation check. When I called I was told that they don't pay out accrued vacation until after you work for them 1 year and even then it is only at 50%.
If I had known that I would've told them 4 wks notice and taken the vacation time!
No where did it say in employee handbook or anywhere that they would not pay out accrued vacation time.
I did look and NC is a state that accrued vacation is counted a wages earned.
So what can I do? I earned that money! (As little as it is).
I am now in another state but am willing to do what needs to be done to get this.

You can file a complaint with the NC DOL. NC does not require that vacation time be paid out unconditionally but does require that there be a written notice of forfeitures.
