I was recently laid-ff due to economic situation. In an annual review in 2006 my supervisor wrote that I " Had a position with this company for as long as I saw fit". I was there 6 1/2 years and always had excellent reviews. Do I have a leg to stand on to file siut against my former employer for the 5 additional years of pay that I saw myself working?

Of course not. Not unless you have a legally binding and enforceable agreement that guarantees you a job for a minimum of an additional 5 years.
