accepted job offer then offer taken back

I was recently offered a promotion from my current employer. I accepted the position and everything was agreed upon and I was to start that new position in two weeks. Now, a week away from my start date, they have advised me that for budgetary reasons, they might not be able to expand that department and give me the promotion. Is this legal?
