A dying family member in prison

I have a brother in a Florida prison who was recently diagnosed with lung caner with less than 6 months to live. Can they sue his family for the medical bills?

In Florida County and Municipal jails the medical expenses are deducted from the prisoner's cash account or a lien is placed on any personal property. I assume the same would apply to Federal prisons. If the prisoner had no health insurance, the claim would be against the deceased prisoner's estate.

The family would not be liable.
