There was a building on our property when we bought it. It was supposed to be moved. It has been 19 years and it was never moved. Can we consider it ours after all this time and give it to someone to be moved?

Before you remove it, I'd consult with a lawyer.
By allowing the building to stay, the owner could have an adverse possession claim.
If adverse possession is claimed, you might be liable for the building's value to the owner.
See a real estate attorney before you do anything.
 
What kind of a building? Is there anything in it?

You might run it by a lawyer to be on the safe side. You can hold & see if you get additional replies.
