42 mph in a 30... suggestions?

A friend of mine is hoping to get a reduction of charges on the ticket he received for going 42 in a 30 zone.

Driving down the road he lives on, a 40 mph zone, he crosses a highway, a 45 mph zone, that merges with the road he was continuing to. That street where he was driving instantly turns into a 30 mph zone after the intersection. Merging with traffic going 45 mph along with previously traveling at 40 mph made it difficult to slow down to 30 mph before hitting a stop light where the police officer tagged and followed him, eventually pulling him over and ticketing him.

When he fills out his application for reduction of charges, what should he fill in for the section that reads: "I propose that I be allowed to plead guilty to the charge of_______________in full satisfaction of the charges originally pending against me, for the following reasons:_________________________
_______________________________________________________________."

You don't have to go to all that trouble.

You can take traffic school (in person or online) and make this whole thing disappear!

The schools cost about $30.00.
