25 Year Old Ticket - is their a Statute of Limitation

I recently moved to Indiana from Illinois and tried to get my drivers license. I was stopped by a claim from New York State. It ended up being related to a ticket I received in New York state (Erie county) while driving through. The ticket was for not having enough insurance to drive in New York. I paid the ticket and thought I was done. It seems that there was also a revocation fee of an additional $300. My question; is there a statute of limitation on this? Do I really have to pay this 25 year old revocation fee?
