13 year old girl needs help may be PG and moms on drugs

I have a 13 year old that has told me her mom was passed out on drugs while a man raped her and she may be pg. I need to know how to handle this and I would like to get guardianship of her. How do I go about this the right way?

My sister did as soon as she was told and that cop told her the mother had to be present and didn't make a report.

That doesn't make sense.

If the kid is presented to the REAL POLICE and tells them she was RAPED, the REAL POLICE won't shoo her away like a fly.

The REAL POLICE will go and get mom, and begin the investigation.

You could take the child to any ER at a hospital and have her tell the check in clerk she was raped.

You darn well betcha, the ball will get rolling, and the REAL POLICE will soon respond.
