His daughter is 15, can't she legally make the decision on where she wants to be (which is here)? How does that work?

I am REALLY interested in becoming a criminal investigator or criminal photographer (I think that is what is called..lol). Could someone point me in the right direction. I am hoping that I am not to old to do this. I do work full time, but I would like to change my career. :D
