Were you arrested or charged with switching the sizes?
If size 12 sells for $5.00, but size 6 sells for $3.00, that's considered a crime.
If that's why you switched the tags, yes, it's part and parcel of what's generically called SHOPLIFTING.

This may be about perception. If you were seen switching the garments it may have looked like you were stealing item.

If you changed/switched sizes & prices to pay less for an outfit than what it actually sells for, then you committed a crime.
