Giving Temporary Custody to my in laws

I need to know if I have to do this legally or not.

We recently moved 1600 miles from our home of Houston, Texas to Northeastern Pennsylvania. We entered our kids in school and have noticed that the school district that we live in now is not that great. We are still in the process of settling down in PA but we don't won't our kids jumping from one school to the next. Especially for our son who has hearing lose in both ears. He is in many special needs classes. Needless to say we want to send them back to Houston for a year or two but we don't know if we need to do something legal about it.

Both of our kids are on state assistance and we have an application for disability for our son in progress. My mother in laws main concern is their health. Like if they get sick or something while they are back in Houston.

Money is just so tight. I'm trying to do what is in the best interest of my children. Any information that can help would be greatly appreciated.
