First off it's not your money it's your daughter money! since she is now 31 there is nothing that the courts are going to do. If you were so concerned about this money you should have filed back before she turned 18. It will cost the courts to much money for u to even try and even than he owes...
You will have to go to your local court and do a full legal name change. You can down load the papers and fill them out from any legal website that has these forms. After you do a full legal name change you will need to go down to social security and Advise them that u just had a legal name...
