detained - not arrested?

So if i understand this correctly, it is ok to check now on a visa application if there was not actual arrest and takig to jail, but jsut detainment in store?

Is fingerprining a mandatory process for the embassy to do, every time a person that has dismissed misdemeanor (admissible) applies for the visa?
I mean, if they have done it ones and received info from FBI that I'm clean, will they do this all the time?
Also, do you know if consulates are ok...
I was wondering, do immigration officials check whether the applicant for F1 or other nonimmigrant visas applied for GC lottery, and make their decision on that nonimmigrant visa applciation regarding immigration intent? I mean do they have access to Gc lottery information and does that...
Can someone please explain what does community service mean for INS? Conviction?
Does it make a difference if the case was dismissed? Based on what I know many cases are dismissed after community service is served. But are these peope still considered "guilty" or "convicted" for INS purposes?

i dont know what they received after fingerprining i guess some kind of report.
it was just frustrating to wait. it took almost 2 months to get it done and hear fromthem, after that they called me to tel that i should come pick up my visa
